About Rob Barreras

Mr. Barreras has +15 years of experience in Emergency Management. He endeavors to leverage technology to enhance preparedness, response, and recovery efforts. He has overseen the technology stacks for the counties of Los Angeles, San Diego, and San Luis Obispo, which included the Alert and Warning Program. In 2011, he implemented Accessible AlertSanDiego which automated the linkage of Blackboard Connect with Deaflink for individuals requiring alerts in American Sign Language, and he updated the self-registration to streamline the process and remove barriers to entry which realized over 450k self-registrants. He also spearheaded public-private-partnerships to incentivize registration. In 2022, he launched IPAWS Aware, which automates IPAWS monitoring (every 15 seconds) and provides activation reports that include message details and GIS products (i.e., image, shapefile, and an infographic).
